LIHEAP State Plan

The Department of Human Services Final Low-Income Home Energy Assistance Program (LIHEAP) State Plan for Federal Fiscal Year 2018 was submitted to the United States Department of Health and Human Services. You may view a copy of the plan here.

In addition to soliciting advice from the LIHEAP Advisory Committee (LAC), DHS held public hearings on the LIHEAP proposed Plan for Fiscal Year (FY) 2018 in compliance with Federal LIHEAP requirements.

This year, hearings were held in Philadelphia (July 5), Harrisburg (July 11), and Pittsburgh (July 13).

  • A total of 61 persons attended the hearings: 40 in Philadelphia; six in Harrisburg; and 15 in Pittsburgh.
  • A total of 32 individuals or organizations provided oral testimony at the hearings and
  • 23 individuals or organizations presented written mail-in testimony.

LAC recommendations and all other comments and testimony were taken into consideration in developing program parameters for the Final State Plan.
